I've been exercising consistently (at least 3 times per week, but more recently 5-6) for close to 20 years.
Yet even today, sometimes, there are days that I hesitate to go into the gym.
It normally doesn't take me much more than one minute to overcome that internal resistance.
So, the battle gets easier.
But it never completely goes away, because we're human.
